I speak with ad networks and you get different kinds of reps. Somes who only get brand advertising and just sell CPMs. The others sell CPMs but understand you need to meet a CPA/CPL.

The problem with CPA/CPL is that it now has to work. The ad network has to optimize but also your display campaign has to work to. And that is something that most agencies can’t do: Run an campaign that actually converts.
